Photo by K/T Khem SovannaraThe 38-road project in Siem Reap is seeing significant progress since its groundbreaking in late November 2020. The infrastructure project is constructing and rehabilitating roads in the city along with building and repairing rainwater drainage and wastewater purification systems.Minister of Public Works and Transport, Sun Chanthol emphasized the project’s focus on “quality, efficiency, and timeliness”. He adds that the roads will be made suitable for regular traffic and trucks commonly passing through the city’s roads.Approved in September 2020 at an estimated cost of $150 million, the project comes at a convenient time when the city’s roads are less busy due to the lack of tourists.According to a report by the Ministry of Tourism, tourists arriving at Siem Reap International Airport are down by 84% as of November 2020. Visitors arriving by land are similarly down by 71% over the same period.Given its tourism lull, the government has taken the initiative to turn it into an opportunity to improve Siem Reap’s tourism prospects. The 38-road project is part of the Siem Reap Tourism Development Master Plan 2020-2035, conceived earlier in 2020 aiming to transform the country’s primary tourism hub into one that can accommodate the surge of travel once COVID-19 is fully under control.Last January 29, Minister of Defense Samdech Pich Sena Tea Banh, with Director-General of the Electricite de Cambodge (EDC) Keo Rattanak, personally inspected the progress on the 38-road road project in Siem Reap. Supplied.Cambodia’s real estate surge certainly slowed down over the height of pandemic fears in 2020, but that did not mean buyers lost interest in the market altogether. Realestate.com.kh, the largest real estate classifieds portal in Cambodia, reports Boeung Keng Kang (BKK) district topped property search inquiries in 2020.The BKK district’s search volume on Realestate.com.kh was followed by properties in Chamkarmon, Daun Penh, 7 Makara, and Toul Kork. The real estate website collected data from over 2 million visitors to Realestate.com.kh throughout 2020.“2020 was a challenging year for real estate markets globally, including Cambodia. However, there was still some good activity in the market and some very interesting trends that we are still seeing as we enter 2021,” said Thomas O’Sullivan, CEO of Realestate.com.kh.He explains that local and international investors that understand the Cambodian market are very much on the hunt for “good deals” and property for sale under market value. Due to the pandemic and its effects on the property market in Cambodia, many sellers were keen to sell property, even if that meant selling for less than what they might have got pre-pandemic.The first 2 quarters of 2020 appeared bleak to industry experts as Cambodia’s property market, particularly in Phnom Penh, was largely driven by high-end developments geared towards the local elite and foreign investors, the latter being heavily stymied following international travel restrictions. Realestate.com.kh reports that it was also during this time that property searches significantly declined.Chamkarmon is a popular tourist area seeing its fair share of residential and commercial developments over the next few years. Supplied.“Prior to COVID-19, most condominiums would have liked to have been selling more properties to Cambodians, but the international market’s interest in properties here was simply too strong to ignore.” Thomas observed, “And because international buyers typically have stronger purchasing power, developers naturally focused more on the international market; it was much better cash flow for the project.”In an effort to continue to stimulate investment from international buyers, In June 2020, Realestate.com.kh launched the first-ever Black Friday Property Sale in Cambodia which featured new developments and resale properties at discounted prices. The event managed to book over $15,000,000 worth of property across the country in a span of 4 hours. Black Friday Property Sale’s success reignited interest from international buyers but also highlighted the local buyer’s market looking for attractive deals.“As COVID-19 hit, condo developers shifted to focus on the local market. The most successful developers in 2020 were quick to move and adapt to the new market conditions, created payment plans that suited local buyers, and moved their marketing away from GRR, leaseback schemes, etc., as local buyers are less interested in these,” Thomas said.He noted that the most interesting trend to come out of 2020, was the massive shift towards condos for local buyers alongside the sustained popularity of borey properties.The National Bank of Cambodia (NBC) published a 4% growth forecast for the year 2021 on the back of a strong financial sector. Supplied.Phnom Penh’s retail market grows as the compact and urban area of Toul Kork is expecting 4 additional shopping destinations by 2021, according to a recent report by The Mall Company (TMC).According to TMC’s report, modern retail properties in Toul Kork are concentrated in the more densely populated north communes namely, Boeng Kak 1 and Boeng Kak 2. The report details that there are 4 modern retail properties operating in these areas with 1 community mall, 2 retail podiums, and 1 shopping mall under development. Toul Kork currently houses 15,292 sqm or 4% of total retail spaces in Phnom Penh. This is expected to swell to 78,753 sqm or 21% of the city’s retail space should all recorded projects meet their 2021 deadline but it should be noted these 2021 figures include data for Phnom Penh Mega Mall where a 2021 launch date has not been confirmed.Toul Kork was put on Phnom Penh’s retail map with TK Avenue and Samai Square. These existing retail spaces are relatively small compared to other larger retail destinations in Phnom Penh as they focus on community mall formats with street frontage and convenient parking/access, according to TMC’s report.The Mall Company’s report suggests that future developments similar to TK Avenue or Big Tree Mall would be popular if there are conveniences such as adequate parking, visibility, convenience, customer flow, and popular tenant mixes able to attract returning retail foot traffic.According to Google’s Mobility Report, Phnom Penh’s retail foot traffic went as low as 40% below baseline in the days following the November 28 incident. Google’s report now shows foot traffic gradually returning to pre-incident levels of just 14% below baseline.Google’s Mobility Report showed a spike in outdoor visits during New Year’s Eve measured at 66% above baseline, the highest since the long Bon Oum Tok holiday back in October. The city’s rental market, in particular, faced challenges with the dwindling number of tourists and expatriate renters compared to previous years. And while the market itself is gaining its footing amid COVID-19, it is yet to see the same level of activity prior to the pandemic.Key highlights of Phnom Penh rental market update:Phnom Penh rental market saw downward pressure from the recent COVID-19 cases5 Phnom Penh districts see up to 11% lower median rental prices by year-end 2020Sen Sok district offers the lowest residential median rental price as of December 2020Prices displayed on Market Trends are median rental prices found across Phnom Penh and are designed as a guide to navigate price ranges. It is worth noting Sen Sok opened in 2020 with a median rental price of around $1,000. Prices in this district saw significant adjustments as COVID-19 persisted alongside the announcement of new affordable projects in the area.Sen Sok offers the lowest median rental price for condominiums in Phnom Penh as of December 2020.Phnom Penh’s property market is still under pressure from comparatively lower market activity. The November 28 incident, while officially contained, serves as a reminder that without a working vaccine, any prospect of recovery is still susceptible to disruptions. The usual foreign clientele, looking to develop and/or buy luxury properties for more attractive costs, have dwindled in the past year causing high-end projects to stall, drop prices, and even rethink marketing strategies. The outbreak of COVID-19 has certainly stymied the flow of foreign direct investments resulting in the slowdown of real estate activity. Cambodia’s property sector is still not out of the woods almost a year later. Cambodia only had less than 300 confirmed cases prior to the incident. Cases from then grew to 365 with 362 reportedly recovered as of posting. In a report by the Khmer Times, Prime Minister Hun Sen declared that the November 28 incident has ended with health authorities effectively tracing and placing persons of interest under quarantine.The November 28 incident caused a new round of scares as local transmissions pose a large threat to economic recovery. The confidence built over the past months of cases trickling in was shaken almost overnight as more people chose to stay home in the weeks following the incident. Some companies, including businesses in real estate, have begun working from home once again.A new round of recent cases stemming from migrant workers returning now number at 21, putting confirmed cases at a total of 386 as of January 8, 2021. Tracing and quarantine of this new cluster are still on-going and we may expect persistent pressure until health authorities take control.Last December 31, the National Bank of Cambodia released a forecast that the nation’s economy would grow by 4%. The report attributes the expected growth to a strong financial sector with the construction and property sectors expected to see renewed activity in line with the entry of foreign direct investments, revenue recovery, and the overall economic growth to follow. Supplied.The construction and property sector of Cambodia may see a gradual recovery in 2021, says the National Bank of Cambodia. According to NBC’s report last December 21, the Kingdom’s economy is expected to grow by a positive 4% in the first half of 2021 on the back of a robust financial sector.Prior to the outbreak of COVID-19, the Kingdom of Cambodia saw an average of 7% annual economic growth from 2010 to 2019. The effects of COVID-19 in the country were forecasted to cause an overall economic contraction of up to 4% in 2020.NBC’s Macroeconomic and Banking Sector Outlook for 2021 reports that the financial sector’s active asset, mainly composed of the banks, continues to grow and weather the pressures caused by the global pandemic. The report adds that the inflation rate is expected to be at a manageable level of 3%.The World Bank similarly forecasts Cambodia’s economy to grow by 4%. The Asian Development Bank (ADB) is more optimistic about Cambodia’s growth forecasting it to be 5.8% in 2021. But cautions that growth may still be at risk if slowdowns in affected economic sectors persist throughout the year.According to a Khmer Times report, NBC’s report echoes these concerns saying, “The prediction depends solely on the efficacy of the vaccines, the speed in the recovery of Cambodia’s economic partners, and the strengthening of our domestic economic foundation.”The tourism and garment sectors felt the immediate brunt of the pressure while the construction and real estate sectors followed as the pandemic persisted in 2020, according to the report.The report adds that the construction and real estate sectors are expected to see renewed activity in line with the entry of foreign direct investments, revenue recovery, and the overall economic growth to follow.Economic watchdogs and monitoring groups are, across-the-board, optimistic about the Kingdom’s gradual recovery in 2021. Photo by K/T Pann Rachana.Retail and entertainment foot traffic dropped by 25% on November 29-Dec1, according to Google’s Mobility Tracker. Considered to be the country’s first community infection, the new case forced an abrupt halt to an otherwise popular event to reignite the country’s consumer and retail markets.Prior to the Nov-28 incident, Google’s Mobility Tracker recorded Cambodian foot traffic gradually returning to retail and entertainment destinations. October 2020 recorded a 15% decrease in foot traffic from the baseline. This was followed in November by as low as -6% foot traffic, with Nov 27-28 further minimizing the gap with a 4% mark below the traffic baseline.Google’s Mobility Data suggested a trend from more consumers in Cambodia visiting retail and entertainment destinations once again - a market trend built up from almost a year of being limited to where one can go and from the country’s own effective handling of the virus so far.According to a report by the Khmer Times, over 11,000 people who were linked to the November 28 incident have undergone COVID-19 testing. However, the mall was not as crowded given that it was the most public area the community case visited.The new COVID-19 case, found in a popular retail mall, brings retail landlords back to the drawing board of keeping their retailers’ lifeline and attracting foot traffic once again.“The situation is concerning,” said Simon Griffiths, the Managing Director of The Mall Company, a retail specialist in Cambodia. “There is the potential for wider implications than previous cases.”Simon previously hoped December to be a positive month for retailers to improve sales considering the cooler weather favors outdoor dining and retail activity in general, but now laments that “This is no longer the reality. The sector must be patient, follow guidance but remember there is light at the end of the tunnel”“As of the situation today, store sales and revenues for at least the 1st half of December will likely drop and negatively impact retailers” he notes and that a good December was needed for an already impacted retail sector.“The end is in sight, we’ve hit a speed bump and currently we don’t know what the full effect of the impact will be. The sector has struggled but can rebound with a pragmatic, sensible, and safe approach” Simon remarked.A new round of precautions and restrictions on large public gatherings have been implemented as new community cases are found.
