Mortgage applications in Cambodia soar by 50% in Q3 2020

Gated communities, more popularly known as boreys, are a popular property choice among Cambodian buyers. Borey Uptown.Cambodia’s mortgage applications soar by 50% in Q3 of 2020, according to a report by the Cambodia Credit Bureau. The outbreak of COVID-19 significantly slowed the surge of Cambodia’s property market. But as the year draws to a close, the sector is starting to see signs of recovery mainly fueled by local demand.According to the Credit Bureau’s report, a total consumer loan balance of 9.11 billion USD was recorded as of September 2020. Around 51% or 4.6 billion USD is made up of mortgage applications followed by personal finance at 47.90% or 4.3 Billion USD. The loan balance from credit cards only made 0.58% or 52 Million USD.The report also indicated that a total of 1.27 million loan account were made by Q3 2020. Mortgage accounts occupied 10.58% or ~135,000 accounts or while personal loans made up 81.12% or 1.03 million. Credit card loan accounts were recorded at 8.30% or ~105,000 of total credit accountsCambodia’s property market saw significant slowdowns in growth largely due to COVID-19 restricting international travel and disrupting global supply chains. These hindered the usual international clientele and disrupted the construction schedule of many developments, respectively. The decrease in foreign buyers especially hit large apartment sale prices resulting in as much as 30% median sale price decrease, according to Market Trends by Realestate.com.kh.As the threat of COVID-19 persists, property developers have shifted to meeting the preferences of the local market. Affordable and Mid-Tier properties, quite popular among many local buyers, have seen sale prices largely remain stable throughout 2020, according to Market Trends by Realestate.com.kh.As mortgage applications surge in Q3 2020, Cambodia’s property market may initially see signs of recovery thanks to an increase in local interest, particularly in the Affordable and Mid-Tier property segments.Article by:

Supplied.According to a report by The Mall Company, a retail specialist in Cambodia, retail spaces in Phnom Penh are expected to increase to just short of 1 million sqm NLA by 2025; giving the city a total of 62 retail destinations in 5 years’ time.Within 2020 to date, 9 modern retail properties (totaling 50,045 sqm) have begun operations. By 2021, another 18 modern retail properties (totaling 217,092 sqm) are expected to open. The Mall Company’s report is tracking 14 other retail properties to begin operations between 2022-2025 (totaling 242,226 sqm)As for the districts seeing the new retail property, Simon Griffiths, Managing Director of The Mall Company shares that “The districts of Sen Sok, Meanchey, Chamkarmon, Toul Kork, and Chbar Ampov are hotspots for upcoming retail properties,” he noted, however, that, “The larger the mall, the bigger the population needed within the catchment area to supply customers daily to the shopping center”Community Mall growth accelerating to become the most popular retail propertyAs of Q3 2020, the total existing retail properties in Phnom Penh number at 30. The Mall Company’s report breaks this down to 5 primary retail classifications: shopping malls, community malls, shopping centers, retail podiums, and retail arcades.17 (out of 30) retail properties are classified as Community Malls, making it the most numerous type of retail property in Phnom Penh and contributes 93,697 sqm NLA. This is followed by shopping centers numbering at 5 properties contributing around 86,500 sqm NLA.While only 3 shopping malls are currently operating, these properties contribute the largest amount of retail space at 144,400 sqm NLA. The Mall Company’s report further indicates that retail space supply by 2025 will largely be dominated by these modern purpose-built shopping malls.The Mall Company’s report additionally mentions retail podiums (4 properties) and retail arcades (1 property) in their report; these properties currently contribute 36,984 sqm NLA and 9,200 sqm NLA, respectively. Retail podiums and retail arcades are expected to significantly increase in property count and retail space NLA by 2025 due to the development of large mixed-use properties.New shopping experience for a new generationAccording to Simon, there are several factors driving Cambodia’s retail supply growth. One is the popularity and significant growth and expansion of the Borey market particularly within the suburban districts of Phnom Penh.“Borey developers have witnessed the increasingly competitive nature of their sector, so, to gain competitive advantage have been turning to modern retail as one selling point to attract buyers. This has led to shopping malls, retail plazas, and community malls being incorporated with larger Borey and township projects” said Simon.Simon also noted, the increasing engagement of Cambodians, particularly the younger generation, in modern shopping options. Simon observes that “Millennials and Generation Z have grown up in a vastly different world to their parents and they demand and desire modern retail formats.” he emphasized, “They seek new environments, entertainment, and experiences. SSCA.The $3.5 billion China-built Dara Sakor International Airport in Koh Kong province is scheduled to be operational in mid-2021, close to three years after work started, according to a report from the State Secretariat of Civil Aviation (SSCA). It will be able to handle long-haul aircraft such as Boeing 777s and the Airbus A340.During a site inspection of the construction earlier this week, the SSCA’s technical working group said by the end of 2020 or early 2021 it will fully complete flight validation.The report added that on March 20 next year the company will complete acceptance of the construction and conduct a flight test the following day.It noted the construction company, Tianjin-based Union Development Group, will send the completed building documents to the SSCA by May 30, and, by mid-2021, the company will request the SSCA to service and operate the airport.On the airside, the apron is currently 90 percent complete, the 3,200-metre main runway is 99 percent ready, side strips are 90 percent finished, markings are 100 percent complete, the taxiway is 99 percent operational, drainage systems are 90 percent ready, navigation aids such as lighting systems have reached 60 percent completion and navigational aid equipment such as the Doppler VHF Omni Directional Range (DVOR)/Distance Measuring Equipment (DME) is already in the process of being installed.Mao Havannall, SSCA Minister, and colleagues inspect the Dara Sakor International Airport runway. Support buildings such as administration and accommodation are 80 percent ready as is the control tower, while the access road is 10 percent complete and the airport fence is 100 percent finished.In terms of other achievements, the petroleum station is 90 percent ready, the petroleum warehouse is 60 percent close to completion, the rescue and fire-fighting services (RFFS) road is 60 percent near to being finished, while the RFFS itself is 10 percent ready and water treatment is 60 percent complete.All work on the project built over 4.5 hectares of land in Botum Sakor district near the Gulf of Thailand will be finished by the end of the year, the report said.Sinn Chanserey Vutha, the spokesman for the SCCA, said the company is working within the schedule set for completion despite the advent of COVID-19. When asked if there will be passengers passing through the airport during the pandemic, Vutha said that it is up to the government to target low-risk countries and impose so-called Covid-free travel bubbles to attract tourists. “Phnom Penh International Airport is the hub and transit for business activities, investment, and tourism, but Dara Sakor International Airport is principally for tourists and charter or special flights,” he said. “It will serve high-class tourists,” he added, principally traveling on to Dara Sakor Resort. The resort is arguably the largest of its kind in the world. Development started in 2008 with the target of developing as much as 20 percent of Cambodia’s coastline.The project covers 360 square kilometres of land – more than half the size of Singapore – and includes parts of the Botum Sakor National Park. It has a 99-year lease signed in April 2008.The mega-complex has a port for cruise ships, international golf courses, a casino, apartment buildings, and hotels.Cambodian Ministry of Tourism Secretary of State Top Sopheak welcomed the move. As the rest of the world struggles with COVID-19, the Kingdom of Cambodia has done relatively well in managing cases within its borders. As of reporting, the country only has 5 active cases left out of the 283 that were infected since February 2020. The government itself, despite low cases, has not ceased reminding residents to practice proper sanitation around public spaces.One of COVID-19’s biggest economic threats is discouraging people to go out in fear of catching the virus. Economies across the world have seen retail industries suffer massive losses (second only to international travel) due to the significant loss in foot traffic. Cambodia was not spared from this, especially during Q2 and Q3 2020, when foot traffic to retail and recreational areas went down by as much as 56%, according to the Google Mobility Tracker.Residential line (black) shows a downward trend in users tracked within residential areas while grocery & pharmacy line (green) and retail & recreation line (blue) show gradual recovery to the country’s baseline. As of October 9, 2020, the Google Mobility Tracker indicates that foot traffic in retail and reaction areas are only down by 15% from the baseline. Similarly, those tracked in residential areas have also steadily decreased from 22% to just 5% above the baseline.Footfall for groceries, food markets, and pharmacies have been the quickest to recover from a low point of 42% to just 6% below the baseline. Enforcement of these health guidelines was also on track as several businesses that did not follow regulations were immediately closed.In September 2020, most schools in Cambodia were reopened following the green light from the Ministry of Education. Schools will be observing similarly strict health guidelines such as social distancing within classrooms, shifting schedules, and the inclusion of online classes into the curriculum.
