Recent events signal positive outlook for Cambodian real estate, say experts

Supplied.The Cambodian construction and real estate industry has seen an influx of foreign investment and a flurry of activity in the past decade. According to CBRE Cambodia’s Fearless Forecast 2020, around $5.2 billion was spent constructing 2,867 approved projects in 2018. These figures significantly grew to $9.3 billion in investments spread across 4,443 approved projects in 2019.The flow of foreign investments has been growing since 2010 due to the country’s increasingly more appealing business environment. This streak, however, was broken when COVID-19 became an urgent global health issue in January 2020. Almost overnight, governments all over the world either limited or outright restricted foreign travel to prevent the spread of the highly contagious disease.The global tourism industry was hit the hardest as the result of the painful yet necessary measures. It also didn’t take long for the lack of international travel to initiate a domino effect that led to other sectors feeling the pinch; the real estate industry included. Cambodia’s robust real estate was one such market that experienced a slowdown that derailed projections of continued expansion for 2020 and even 2021.But as the Kingdom and most of the world learned to manage COVID-19, the restrictions on international travel were relaxed and a new normal started taking shape. In Phnom Penh, the widespread use of masks and the availability of hand sanitizers in public places has become commonplace - with most businesses reopening following these measures. International flights, though limited, are starting to return with strict health screening; the chief example of which is the return of thousands of Chinese expatriates working and living in the Kingdom.Health Minister Mam Bun Heng observes COVID-19 checks during a visit at the Phnom Penh International Airport. Fresh News.According to CBRE’s James Hodge, Senior Director of CBRE Cambodia, “Recent developments have given rise to the hope of recovery for Cambodia’s real estate sector, with increasing confidence and interest from investors and occupiers. CBRE notes a resurgence in inquiries for residential accommodation from expatriates and commercial space from existing companies.” The return of Chinese expatriates is highlighted as part of the renewed demand Cambodia may see if COVID-19 continues to be under control. “Sihanoukville has been struggling for almost 12 months now, but the improvement in infrastructure and increasing certainty around the future of the gaming industry seem to be acting as a draw for Chinese workers and investors; resurgence in domestic tourism is also a help for the province, and these factors could combine to position the district for a further growth spurt in the near future,” James added.Sihanoukville gains a new lease on life as property developments resume. KT/Chor Sokunthea.However, COVID-19 remains a looming threat to the Cambodian real estate, “Travel restrictions remain prohibitive to many international investors and businesses, and the recovery remains fragile whilst the threat of the further spread of Covid-19 remains – this is unlikely to change until there is a reliable vaccine and quarantine requirements are removed.” he added.Moek Chenda, the founder of Realestate.com.kh, also considers recent developments as a positive sign for Cambodia’s real estate market. “Foreign investors have played a big role in the country’s real estate development. Allowing them to come in, especially at this time, certainly presents a good opportunity for both them and the Cambodians that stand to benefit from new investments”.Much like other experts, Chenda shares the same precautions about COVID-19. “As we’ve seen, we can never be too safe. It’s fortunate that we have controlled the disease in Cambodia early on and established guidelines and procedures when it comes to screening new entries into the country.”New health measures required for foreign visitors were adjusted in August 2020. Fresh News.In June 2020, the government announced a $3,000 USD deposit and a requirement of $50,000 insurance from foreigners visiting Cambodia. The temporary policy was enacted to help fund the testing and quarantine all new visitors are required upon entry. The policy was changed in August 2020 reducing the required cash deposit to $2,000 and relaxing other measures to attract more visitors and investors in the country.According to James Hodge, “The government’s approach to adjusting entry requirements appears to be born out of the need to balance safety measures with economic growth. In terms of the real estate market, easing entry requirements is important in allowing decision-makers to access the country and action investments”.However, he expects these additional costs and quarantine requirements may still limit most visitors, saying “The changes are unlikely to yield significant adjustments at the current time due to reluctance to travel or face extended periods of quarantine at one or both ends of a flight.”When one door closes, another opens. The lack of foreign investors has caused several developers to offer discounts and/or benefits on purchase. According to Chenda, “It’s a good time for local investors to look at property as some may get up to 30% discount if they look hard enough.”Chenda adds that both buyers and sellers are still looking to connect even during this time, saying “There are still developers looking to sell fast and buyers looking to buy property fast, as well. And given that some sectors of the market are still active, online property platforms have a more important role in keeping the market going”.Keeping COVID-19 under control is integral to sustaining economic recovery. In a report from the Khmer Times, the government allowed some businesses to reopen in July 2020 with conditions to adopt measures to curb COVID-19 infection. Businesses such as casinos, clubs, and KTVs have been allowed to reopen – a positive sign that the Cambodian economy will soon rebound. And any commercial endeavor opening spells good tidings for the real estate sector.“It is important that the real estate market adapts to aid the prevention of the coronavirus after all urbanites spend the vast majority of their time inside buildings, whether that is at home, school, the office, a factory or leisure venue, as such real estate is a primary resource and plays an integral role in stopping the spread of infections,” says James Hodge. He also highlighted the importance of upgrading and maintaining a building’s prevention policy to stop the spread of infection.The uncertainty of how much COVID-19 will influence the Cambodian real estate industry remains a hot topic among stakeholders. But recent developments may indeed signal the beginning of a continuous upward trend for the market.Phnom Penh’s real estate market still presents good opportunities during COVID-19. Supplied.“I believe we have started to see an uptick in market activity across some sectors,” says James Hodge. “This is helped along by Cambodia’s track record at controlling community transmission, as well as the pragmatic reaction of many market actors to the situation,” he added.While the uptick is certainly within sight, the risk of a 2nd wave is still no less of a threat. “As we have seen recently in Vietnam and earlier in Singapore, Covid-19 spreads quickly and is difficult to control. Cambodia is by no means safe from either the direct or indirect impacts of the virus yet, so we must all remain vigilant and follow appropriate protocols – but if we can continue to follow our current path then the market should continue to improve in some segments.” cautioned James. “It will still be some time before we are back to pre-Covid-19 levels as there remain a number of headwinds, not least the impact of EBA withdrawal and macro impacts from the global economic woes.”Moek Chenda similarly believes that while pre-COVID-19 activity may still be some ways off, good opportunities still lay within the market. “Getting the real estate economy back to how it was before may take around 12 more months. But that does not mean people should hold off on buying today”, he continued. “The Black Friday Event back in June and the developer sales that followed should signal to buyers that now is a good time to buy property. Supplied.The outbreak of COVID-19 shifted the status quo of Phnom Penh’s real estate market. The fears of infection and the subsequent restriction on international travel lead to previous market speculations up in the air. One real estate sector, however, remains anchored on the land beneath it.Landed properties in Phnom Penh, more popularly known as boreys, are a collection of pre-made/designed houses within a gated community. According to Knight Frank Cambodia, the end of 2019 saw the addition of 4,654 units from 11 recently completed boreys. This led to Phnom Penh’s year-end stock standing at almost 56,000 units spread across 142 developments - a 21% increase from the previous year. The addition of more than a dozen new projects launched in H2 2019 is expected to add further 2,675 units upon their respective completion dates.Knight Frank also indicates that if all on-going projects are finished as scheduled, Phnom Penh could see an additional 20,000 residential units added to its borey portfolio by the end of 2022. This will bring Phnom Penh’s borey stock at an estimated 76,405 units.This influx of new residential units are categorised as Mid-tier developments (64%) whilst the remaining is divided between Affordable (28%) and High-end (8%).At the end of 2019, Knight Frank indicated that approximately 52% of the landed housing supply are flat houses whilst link houses comprise 14% followed by twin villas with 13%, shop houses with 11%, and villas with 11%. Generally, flat houses remained the more popular and sought-after type of landed house, commanding a higher sales rate as compared to the other types.CONFIDENCE DRIVEN BY LOCAL DEMANDDespite the recent disruption from the headwinds including the partial withdrawal of EBA preferential trade arrangements with the EU, the Covid-19 outbreak, and external geopolitical and economic uncertainty, Borey developers’ confidence remains strong, according to CBRE Cambodia’s Q1 2020 market report.The key to this assessment is the launch of more than a dozen projects between September 2019 and March 2020. Project launches by Cambodia’s leading real estate developers such as Chip Mong Land and Borey Peng Houth Group also indicate confidence within the country’s real estate future - now mainly driven by local demand.According to a report by the Khmer Times, the lack of foreign investment has forced developers to search for a new market. And with the absence of the usual clientele, the spotlight has shifted to the local Cambodian market, and about what they want from real estate developers.For example, the high-end condominiums in the capital, which include gyms, rooftop infinity pools, five-star restaurants, movie theatres, kindergartens, and mini-marts, have seen a recent drop in price by up to 50 percent. The continuous lack of foreign investment in recent months has opened up the market for more domestic investment at much more attractive rates.The Borey market itself is seeing the same interest as Cambodians value land as a safe store of wealth. Serviced apartments in Phnom Penh were growing in popularity prior to the global outbreak of COVID-19. Supplied.Serviced apartment rental quotations slid in Q2 2020, according to CBRE Cambodia. This downward adjustment was seen across the Grade A and B tiers of the market as a result of economic strains caused by COVID-19 and by the entry of new hotel supplies in Phnom Penh.According to CBRE’s Q2 market report, rental quotations (price per sqm) slide down by 13% and 10% for the Grade A and B segments, respectively, compared to figures in H2 2019. CBRE reports that while many tenants, especially expats, have vacated their rental properties, some agreements of 3 to 6 months have been signed within the recent few months. Though this has not made up for the lost market.Additionally, the report cited no new serviced apartment projects were opened and launched during Q2 2020. CBRE cites that the current supply of serviced apartments number 2,725 units, most of which are located in the highly commercialized areas of BKK1 (42%) and Daun Penh (24%). Hotel units are the primary competitor of serviced apartments as residential offerings are comparable to one another. As a result, the entry of new hotel supply is applying additional pressure on the serviced apartments sector on top of the stiffer competition caused by the dwindling tourist/expatriate market.In June 2020, the government enacted a $3,000 deposit and $50,000 insurance requirement from tourists and businessmen entering the Kingdom. The measure was designed to minimize the risk of infected persons from causing a second outbreak in Cambodia. Both the deposit and insurance requirements were eventually waived in principle by the Cambodian government to help ease the burden on its tourist sector.The relaxation of entry requirements, coupled with the announced reopening of schools starting in August, is expected to attract expatriate back in the country. Cambodia’s robust economic growth was severely hampered by the outbreak of COVID-19. The real estate market, in particular, felt its effects as both international and local buyers’ priorities shifted with the onset of the global pandemic.In Q1 2020, CBRE Cambodia, a property consultancy firm, released a report citing the first signs of a downward trend of property sale and rental prices due to weakening economic activity. And as COVID-19 continues to spread in the rest of the world, the same fears and precautions persist in the Kingdom, continuing to drag segments of the market down, but not everywhere.Condominium sales and rentsIn Q1 2020, CBRE Cambodia released a report citing Phnom Penh condominium sale price decreases of up 0.5% and 1.5% for the high-end and mid-range of the condo market, respectively. The affordable market during the same period, however, saw a slight uptick of 0.3%.The trend for each market segment continues in Q2 2020 as condominium sale prices further decreased by 4.0% for the high-end and 4.6% for the mid-range market. This puts market average prices for the high-end market at ~$3,200 per sqm and the mid-range at ~$2,600 per sqm. The affordable market, on the other hand, remained steady during the course of Q2 2020 at ~$1,550 per sqm.Rental prices in Q2 2020 continue the downward trend seen in Q1 2020. In the first quarter of 2020, CBRE Cambodia cited a quarter-on-quarter decrease of 0.4% and 0.6% for the high-end and mid-range segments of the market, respectively. This downward trend continues in Q2 2020 as mid-range rentals suffer a 5.7% decrease while the high-end market slumped down by 7.25%.According to CBRE Cambodia’s report, as negative corrections continue, it’s important to remember that the true extent of COVID-19’s economic impact is yet to be determined. Prices will likely continue to experience downward pressure until international travel restrictions are eased.Retail space rentsAccording to CBRE’s Q1 2020 report, the decrease in foot traffic in Phnom Penh’s retail centres saw a sharp drop due to the spread of COVID-19. Low retail sales have translated to quoted rentals rates being slashed by as much as 10.5%, the sharpest reduction in 4 years.The retail market in Q2 2020 continues to face this downward trend as rents in shopping malls have fallen by 11.7% for shopping malls and 2.48% for retail podiums. According to CBRE’s report, Google mobility indicators suggest that foot traffic to retail malls are still down by 17% compared to pre-coronavirus levels. This is an improvement, however, to the -42% foot traffic back in mid-April at the height of the scare in Cambodia.Office space rentsQ1 2020 marked stiff competition for tenants among office space landlords. The entry of new office buildings in Phnom Penh in Q2 2020 has piled on the competition and put pressure on Grade B office rentals in Phnom Penh.According to CBRE Cambodia’s Q2 2020 report, the rental rates across the Grade B centrally-owned office sector corrected downward with Grade B CBD & (non)CBD rents slipping, 3.14% and 2.89% respectively. Have you ever driven down Mao Tse Tung boulevard and noticed a house with a peculiar roof? Orange in color, curved, and pointed at its corners? It sits atop a house placed squarely in a wide plot of land, enough for a family or two, with enough breathing space to enjoy a relaxing weekend, even at the center of Phnom Penh. Many have seen it, and a lot have probably wondered who owns such a home.Well, that’s the home of one of Cambodia’s most prominent minds and once-chief architect, Vann Molyvann.Vann Molyvann rose to prominence in the 1950s and 1960s as the nation’s State Architect. He designed many of the iconic structures in Cambodia, including The National Sports Complex, Chaktomuk Conference Hall, and the Independence Monument.Vann Molyvann’s designs came to have a distinctive blend of modernist principles and traditional Khmer architecture, this combination underpinned all his works and soon came to be known as New Khmer Architecture.While his public works earned him his status as the Kingdom’s most prominent architect, his previous projects required him to take public use into consideration. When it came to the design of his personal residence, however, Vann Molyvann recalled the opportunity as a “chance to play”.Located along Mao Tse Tung Boulevard, his house proudly stands as an example of the New Khmer Architecture amid an area largely composed of rectangular townhouse-style shops and other traditional Khmer residences. Built back in 1966, Vann’s home occupies 924sqm of land and it was considered to be a masterpiece of home design during its time and a reminder of Cambodia’s rich intellectual prowess today. Designing his home became an outlet for his creativity, leading to its simple yet elegant facade incorporating exquisite details not found in many homes in Cambodia. The Cambodian government, during the early stages of the pandemic, has taken the immediate action to allocate public funds to economic stimulus and social welfare programs for the duration of the global pandemic.Integral to this endeavor was the government’s decision to cut ministry budgets by up to 50% and suspend unnecessary overseas trips for government officials. The COVID-19 has greatly influenced Cambodia’s 2020 annual fiscal policy as it allows these freed up funds towards socio-economic support for Cambodians and nationwide infrastructure development.The government has also increased the budget of its “Cash for Work” scheme from $38 million USD to $100 million USD. This budget aims to kickstart job creation programs, rehabilitate canal & irrigation systems, and support other infrastructure development projects.The Cambodian government’s fiscal budget is reported to be $8.2 billion USD, of which $1.8 billion will be allotted to the development of agriculture and transportation infrastructure throughout Cambodia.Despite the global COVID-19 pandemic, China’s Belt and Road Initiative’s projects in Cambodia continue unabated. Projects such as energy, railroad, tunnels, bridges, and other civil engineering works are continually seeing progress throughout the year.As of H1 2020, the Ministry of Land Management, Urban Planning and Construction announced that construction investment in the Kingdom has reached $4 billion USD, a 13% increase from the same period last year. The source also revealed that the government has so far approved over 2,500 construction projects in the first half of 2020.Out of the approved projects, over 2,000 are classified as housing projects worth $1.8 billion USD. Cambodia’s real estate market begins its path to recovery alongside the country’s many businesses, big and small. Supplied.While the Kingdom has done relatively well in containing the spread of COVID-19 within its borders, integral to this low infection rate was the closure of businesses that slowed economic activity. From businesses dependent on tourists, international businessmen, and even locals, wide swathes of the Cambodian economy felt their belts tighten for close to 2 quarters.Earlier in July 2020, the government allowed some businesses to reopen with conditions to adopt measures to curb COVID-19 infection. Businesses such as casinos, clubs, and KTVs have been allowed to reopen - a positive sign that the Cambodian economy will soon rebound. While there is no definite schedule for schools, reports indicate that authorities are mulling their reopening soon.The cabinet meeting last July 3, 2020, subjected businesses reopening to certain conditions. For example, landed casinos will be limited to slot machines and a few other gambling forms. Businesses who seek to restart operations will be required to get permission and meet certain requirements from the Ministry of Health.The Ministry of Education, Youth, and Sports have indicated that a plan will be set in place to begin resumption of much-delayed classes. The Ministry cited that the re-opening will be gradual in its approach; specific details, however, are not yet available.Cambodia’s real estate market was not spared in the pandemic’s economic effects. Developers, investors, and buyers alike have felt COVID-19’s sting in the past few months. The restrictions on international travel have deterred would-be investors from traveling to Cambodia and the limitations faced by raw material exporters have caused some delays in some parts of the construction sector. Buyers have also become cautious about buying a property during such an uncertain time.Despite the troubles, Cambodia’s real estate industry has found ways to adapt to the new market realities. The chief example is Realestate.com.kh’s Black Friday Property Sale held last June 12, 2020. Realestate.com.kh reported $15 million worth of property sold during the 4-hour sale event online. The event showcased that stakeholders in the country’s real estate market are willing to participate given the opportunity, and the right price.It’s worth noting that the most popular properties sold during the Black Friday Property Sale were mid-tier condos/serviced apartments and boreys.Real estate insiders, however, are not under any illusion that Cambodia’s real estate market this 2020 will be as robust as initially expected.
