R&F Group introduces "Merchant Alliance” and celebrates one year anniversary
June 6, 2022, 5:02 p.m.
Having entered and invested in Cambodia’s fast-growing real estate sector since 2017, R&F Group, a China-based property developer with headquarters in Guangzhou, has received tremendous support for its projects in Cambodia, including the Phnom Penh Central City and Phnom Penh Gorgeous Mansion. R&F Group has over 20 years of experience in the real estate development sector and the company follows the path of the One Belt One Road Initiative Policy by building high-quality residential projects from China to Cambodia. In every project, it strives to build the best properties that change people's lives. R&F Group aims to become a respected world-class developer, therefore it adheres to its social and environmental responsibilities. R&F Group offers a new taste of modern lifestyle with its Phnom Penh Central City projectWith a total area of 560,000 square meters, Phnom Penh Central City is a unique property development that provides residents with the best experience of a new and modern lifestyle. It also comes with a high-end sports facility that covers nearly 2,700 square meters. It includes a swimming pool, gym, and golf room. It also has other community facilities including shopping malls for all ages. Due to its well-thought-of and unique design, Phnom Penh Central City is one of the most successful projects by R&F Group. It topped Cambodia’s residential real estate market in 2018. R&F Group introduces Merchant AllianceTo celebrate this huge achievement and its one-year anniversary of the project progression,  R&F Group held a signing ceremony of Merchant Alliance, a business alliance project that aims to provide benefits for both consumers and business partners. The Merchant Alliance was first introduced in 2019 during a dialogue organised by R&F Cambodia, the chamber of commerce of China and major enterprises in Cambodia. Merchant Alliance was then established following the dialogue. What benefits do Merchant Alliance members receive? R&F has cooperated with merchant brands in Phnom Penh to create a resource-sharing and mutually beneficial brand matrix. R&F expects that Merchant Alliance will subvert the traditional business model of resource competition, efficiency competition and brand competition. Being a member of Merchant Alliance provides Phnom Penh-based business partners with huge customer support to promoting the flow of resources. It will also make full use of different business customers, create a diversified consumption matrix, create publicity and promotion channels for businesses.Members will support each other and work together to solve practical problems and seize development opportunities in the future. On September 21, from 14:30 to 17:30, R&F Cambodia introduced and united all Merchant Alliance partners that have already entered (of which there are more than 10 already), integrated high-quality brand resource, and rolled out “9.21% discount with time limits" activity for Phnom Penh consumers at its Hun Sen Avenue Phnom Penh Central City Sales Office. R&F Cambodia continues to welcome on the spot for new customers and merchants intending to join Merchant Alliance and work together with R&F Group Cambodia to achieve mutual benefit and cooperation and embrace a new era of wealth in Phnom Penh.Want to find out more about housing types in Cambodia? Cambodia’s construction sector remains strong
Cambodia’s construction sector remains strong
June 6, 2022, 5:01 p.m.
(Aerial picture of the under-construction buildings in Sihanoukville. Realestate.com.kh)Cambodia’s construction sector continues to grow given the gradual increase of investments in the sector and large imports of construction materials into the country, according to the latest report released on Thursday by the World Bank. The World Bank’s East Asia and Pacific Economic Update predicted that Cambodia’s economy will increase by 7 percent due to the country’s good performance in the construction sector.Ly Sodeth, a senior economist at the World Bank Cambodia, said the total import of steel has increased 63.5 percent within the first nine months this year compared to the same period last year. It indicates strong growth since it was only 27.7 percent increase between 2018 and 2017.“Steel is a key material in the construction sector and we don’t produce steel locally. If we see a huge increase in steel imports, it can reflect how the construction sector performs,” he said. The total investment in Cambodia’s construction sector has reached over $3 billion for the first six months in 2019, while there was only $2.1 billion for the same period in 2018, a 57.5 percent increase, according to data from the Ministry of Land Management, Urban Planning and Construction.Heom Seiha, a research director of V Trust Appraisal, said that values of investment in the construction sector have been increasing significantly in the last decade due to the increase in demand for housing among local buyers, which is driven by the growing numbers of newly-weds and middle-class population. He also added that the growing demand for office space, serviced apartments, condominiums, and commercial buildings also contributed to the rising demand for construction materials.“The rising imports of steel and construction equipment show a steady growth year on year that proves a healthy growth of construction sector,” he said.Chheang Suyheang, a representative for over 100 brick kiln owners in Kandal province’s Mukh Kampul and Khsach Kandal districts, has confirmed that the demands of brick are still high. The orders are mostly from Sihanoukville, Kampot, Phnom Penh and Poipet where the sector is booming. While the industry sees no sign of decline soon, Ly Sodeth from World Bank reminds that having some strategy in hand to prevent any risk is also a good method.“Construction sector always has a boom and bust cycle. We don’t expect construction boom continues forever,” he said.Want to find out more about housing types in Cambodia? Real estate experts encourage warehouse investments
Real estate experts encourage warehouse investments
June 6, 2022, 5:02 p.m.
Real estate experts and developers encouraged local investors to invest in building warehouses and claimed Cambodia is in need of more warehouse spaces as the country’s industrial sector continues to grow rapidly.During his opening remarks at Realestate.com.kh Expo 2019 last Friday at NagaWorld Hotel, organised by Cambodia’s leading property search platform, Realestate.com.kh, Cambodian real estate mogul and Chairman of WorldBridge Group Okhna Sear Rithy has called for local investors to build warehouses while the majority focuses on building condominiums, offices spaces and boreys. He believed it will generate more income compared to other types of real estate developments and at the moment warehouse developments are prominently invested in by foreign investors. “I can guarantee that if we have capitals and resources to build warehouses at the suburb of the city, we will earn good revenues,” he said.“If we build warehouses for rent, the business will generate at least 8 to 10 percent in return while renting a condominium can only generate us 5 to 8 percent,” he added.A report by V Trust Appraisal revealed the number of industrial enterprises in Phnom Penh grew tremendously from a small base of 31,000 square meters of industrial space used in 1998 to about 1.58 million square meters in 2018.Heom Seiha, V Trust Appraisal’s research director, predicted the total land size for the garment sector in Phnom Penh will reach nearly 2 million square meters by 2030, virtually twice the size of space needed in 2018.“The garment sector, including clothes, leathers, and shoes productions, took majour lead in industrial growth in Phnom Penh city, not to mention the whole Cambodia,” he said, adding that the garment sector occupies about 70 percent of total industrial space, followed by food and beverage processing and packaging.Lim Heng, Vice President of Cambodia Chamber of Commerce told Realestate.com.kh that the rise of foreign investments in the last few years has driven the demand for storage spaces and has made it hard for investors to find warehouses to rent.“There are no warehouses for rent inside industrial zones at the moment. This is because a large number of companies are currently using the existing ones,” he said.A new report released this month by ADB shows the economy of Cambodia will continue to grow in 2019. ADB predicts that Cambodia’s GDP will grow 7 percent this year and 6.8 percent in 2020.The report noted the country’s industrial growth was robust due to a surge in production of footwear, and travel goods, which led to a revision from 10.1 percent in ADB's April forecast to 10.6 percent, it said.Okhna Cheng Kheng, Chairman and CEO of CPL said more Cambodians are interested to invest in warehouse developments given the rising demands of warehouses due to the rapid increase in foreign investments.“Demands for factory spaces are increasing, thanks to the growing inflow of factories from China to Cambodia,” he said.Want to find out more about housing types in Cambodia? Read our Investment Guide 2019.Article by:

borey projects are being pushed out of the capital of phnom penh
Boreys pushing to outskirts of capital
June 6, 2022, 5:02 p.m.
(Officials speak at a real estate seminar in Phnom Penh last week. Supplied)When Ly Vuthy, a Phnom Penh IT professional, wanted to buy a house two years ago, his parents discouraged it. Anything he could afford would be far from the city centre, they said.Vuthy relented, believing that prices would soon rise far above his budget. He spent $55,000 on a new home located along National Road 6, around 16 kilometres from the Chroy Changvar Bridge.“It is a bit far, but I cannot buy a house [in the middle of the city] with that amount of money,” he said.“Whenever we have the ability to own a house, we better do it immediately even if it is a bit far. If we wait, we will need to go farther or spend more.”Two years on, Vuthy’s insights are coming true. Home values around his property are on the rise, and more borey developers are pushing farther from the city centre. Speaking at a seminar last week titled Current and Future Situation of Real Estate in Cambodia, VTrust Appraisal’s Research Director Hoem Seiha said that landed housing projects are moving into the outskirts of Phnom Penh.Seiha, who authored the company’s Phnom Penh 2030 report, added that the new projects are currently being developed as far as 25 kilometres from the capital’s central business district (CBD). He predicts that developments will be as far as 35 kilometres from the CBD by 2030.“Increasing prices and limited availability of land in the inner areas and suburbs are pushing new borey project to be developed farther out,” he said.“In the future, only condominiums will be available in the inner-city area, as they don’t need as much land to be developed.”Several borey projects are being developed in the outer areas of the city. Borey the Flora sits about 17 kilometres from Wat Phnom. Borey Piphup Thmey, meanwhile, is constructing several projects, all of which are 10 kilometres or more from the CBD.Chrek Soknim, president of the Cambodian Valuers and Estate Agents Association, said that he expects the average Phnom Penh household size of around four or five to drop in the coming years.“In the future, the average [household size] will be only one or two people,” he said.“The younger generation doesn’t want to live in a crowded space and they will shift from traditional houses to condos,” he said.According to VTrust’s Phnom Penh 2030 report, Phnom Penh will see a steady rise in the supply of condo units over the next 10 years, eventually reaching 295,000 by the end of the decade. This represents a fivefold increase over 2018 when there were just over 61,000 condos in the capital. The same report predicts that landed homes will increase threefold over the next 10 years from around 150,000 at the end of 2018 to about 450,000 by 2030.Reflecting on his decision to buy a home that, two years ago, seemed far from the centre, Vuthy was glad he bought the property when he did.“The future of new houses will be farther [from the city] and if we hesitate to buy, we will only have to go farther or buying a smaller condo.Want to find out more about housing types in Cambodia? IMF calls for an increase in property taxes
June 6, 2022, 5:02 p.m.
Cambodian real estate insiders are raising concerns about whether new property taxes will soon be imposed. Many fear that any added fees could hamper growth in the sector. The topic was raised earlier this month when the International Monetary Fund (IMF) released a report suggesting that Cambodia should increase its property tax revenue in order to fund infrastructure spending.According to the 26-page document, property tax revenue in the Kingdom accounts for just 0.1 percent of the country’s GDP. The report states that this is very low, even among Asean countries, and that pushing property tax revenue to 0.6 percent of GDP would help the economy grow by 2.7 percent.Ngeth Chou, an independent financial and real estate advisor, said that the Cambodian real estate sector is at a crossroads due to several factors. He cited rising prices and the impending loss of the Everything But Arms (EBA) trade deal from Europe as complicating factors in the decision-making process.“Property owners don’t only pay taxes based on the base price of the property. In most cases, the owners pay extra fees to officials to make sure process is fast enough,” he said, adding that any additional costs will fall directly on property owners.“There should be proper study and consideration after the EBA deal comes to an end, to see whether there is a significant impact on the economy.”Chou added that the government recently revised property base prices for tax calculations and the 4 percent stamp duty is already high. Thus, he said, it’s not an appropriate time to raise property taxes.Cambodia taxes skewed toward import and VATPublished on September 6, the IMF’s paper, titled Advancing Inclusive Growth in Cambodia, analyses how increasing either property tax, VAT, or income tax can secure the funding for the infrastructure spending budget.According to the report, enhanced infrastructure could help raise incomes, especially in rural areas, by improving market access and mobility.“Financing these investments through progressive income taxation, such as property taxation, can help reduce inequality further,” the report said.Cambodia’s revenue mobilisation has improved markedly in recent years. In 2007, tax revenue amounted to less than 10 percent of GDP, while in 2017 it had increased to around 17 percent. This is among the highest levels in Asean. However, Cambodia’s revenue sources are skewed towards value-added tax (VAT) and import taxes. Out of total tax revenue (16.9 percent of GDP), 61 percent of total tax revenue is generated by the VAT.Tax rate unchanged since 2012Po Eav Kong, managing director of Asia Real Estate Cambodia Company, said that it’s not a good idea to raise property taxes right now.He explained that there are currently two main types of property taxes in the Kingdom, those that cover property ownership and those that cover property transfers. In June of this year, the taxation department increased the transfer tax rate, but the property tax rate has remained the same since 2012.As it stands, properties that are valued at under US$25,000 are exempt from the property tax. Transfer taxes, on the other hand, are applicable to all properties.“If the government wants to increase property taxes, they could increase the [base] property price to align with market prices, or they could increase the threshold from $25,000 to $50,000,” he said.Dith Channa, CEO of Lucky Realty Co Ltd, said that if the government decides to follow the IMF’s advice it will get more revenue, but the people could face negative impacts.“Government will need time to discuss ... I think [a property tax increase] is good for the government, but for the people, it will impact them.”Want to find out more about the tax system in Cambodia, please check out our Investment Guide 2019 Article by

Last month the Cambodian government moved to restrict online gambling operations in the country.
Will gambling ban hit Cambodia real estate?
June 6, 2022, 5:02 p.m.
A recent government decision to stop issuing new online gambling licences in Cambodia has many speculating that inflow of both capital and visitors from China will take a hit in the coming months. Real estate insiders, however, say that the move only serves to improve the quality of investments coming into the Kingdom. Many in the sector have pointed to the gaming industry in Cambodia as one of the main reasons that both investors and tourists from China have been coming to the country in increasing numbers over the past few years. Indeed, Sihanoukville in the south and Poipet, on the border with Thailand, seem to be the focal points of this growth. Both cities have a well-established casino industry.Everything was business as usual until the middle of last month. That’s when Prime Minister Hun Sen issued a directive that halted the issuance of new internet gambling permits. The move, which was trumpeted as a bid to eliminate online extortion associated with online gambling venues, also means that existed licences will not be renewed.Local sources are reporting that many gaming venues have already shut their doors for good and thousands of Chinese expats have left Sihanoukville.Just a week after the August 18 decision, the Ministry of the Interior deported 150 Chinese nationals in relation to an online gambling scam operating out of Sihanoukville and Bavet.According to Chinese state media agency Xinhua, the scheme had netted around US$14 million.Falling Sihanoukville demandInsiders in Sihanoukville have said that room rates at hotels and guesthouses in the area have declined since last month. Nuon Rithy, chairman and CEO of the Khmer Appraisal Foundation, said that Chinese expats leaving Sihanoukville are workers or visiting gamblers, not investors. This, in turn, has caused a drop in the demand for accommodation, food and other services. Rithy claimed that other areas of investment in the country, such as real estate, construction, tourism and textiles are stronger than ever. “The decision to stop the issuance of gambling license is a good strategy to filter good investors ... which will bring benefit to Cambodia’s economy in the long run,” he said. “I strongly believe that the decision will provide long-term benefits and Sihanoukville province will become the best destination for tourism and trade in the near future.”Sihanoukville, Bavet, and Poipet are the main centres of Cambodia’s online gambling industry. These three areas are reportedly all witnessing an exodus of Chinese expats.  Despite the fact that gambling is illegal for Cambodian citizens, the Kingdom has become somewhat of a gaming hub in Southeast Asia, due to the fact that foreigners are allowed to lay bets. Kim Heang, CEO of Khmer Real Estate Co Ltd, claimed that the ban on online gambling businesses in Cambodia will affect land prices in Sihanoukville, Poipet, and Bavet. However, he added that it is just a short-term effect, and long-term gains will continue.Plots in Sihanoukville which were being sold for just $200 per square metre three years ago have routinely been selling for around $3,000 per square metre.“Over the long term, this decision will provide big advantages for Cambodia’s macro-economy and renew the current operating licenses for one more year would be the best solution for all." Heang said.If you want to know more about gambling in the Kingdom, be sure to read our guide to casinos in Cambodia.  Article by:

Borey LJ developer aims to dominate market with “Affordable yet High Quality” housing
June 6, 2022, 5:01 p.m.
With its population reaching over 16 million and steadily growing, Cambodia is witnessing a rapid increase in people’s migration to bigger cities to look for work. The country’s capital city Phnom Penh, for example, now has a population of more than 2 million residents and is growing faster than the city’s resources allow for, including housing.Having seen this growing housing demand, many local and international developers took the opportunity to develop numerous housing projects ranging from condominiums, villas, and boreys, often in the suburbs as the city expands.Boreys, sometimes referred to as gated communities, have been growing in popularity for the past years amongst developers and are favored by home buyers given their practicality and affordable price.A recent report from VTrust Appraisal predicts that the number of boreys or landed houses in Phnom Penh will reach nearly half a million by 2030.Keo Rady, Marketing Manager at LeJu Development Cambodia, told Realestate.com.kh that the company is striving to be a leading real estate developer for Phnom Penh’s growing housing markets. To reach that goal, the company has developed “an affordable yet high quality” housing project called Borey LJ, he added.Mr. Rady stressed, what is so special about Borey LJ is its location which is in Por Senchey, one of Phnom Penh’s fastest-growing districts, surrounded by local and international schools, big shopping centres, hospitals, and many other facilities, and only a 10-minute drive from Phnom Penh International Airport.“Houses in Borey LJ are well-designed with 30-meter-wide streets. The construction of this project is well-managed and “closely monitored” by a British engineer with years of experience in construction, he added. “The project was granted with all the legal permission documents and the company will provide hard titles to its buyers.” Houses in Borey LJ start with a total floor area of 94 to 173 square meters with land size from 68 to 189 square meters, and an affordable starting price of $64,400. Borey LJ is a good product for new families who want to own their first homes, he added.Want to find out more about housing types in Cambodia? Read our Investment Guide 2019.

Half a million landed homes by 2030: VTrust
June 6, 2022, 5:02 p.m.
The number of landed houses in Phnom Penh will reach nearly half a million by 2030, according to a recent report from VTrust Appraisal. The document, titled Phnom Penh 2030, showed that landed homes will increase threefold over the next 13 years. The valuation company claims the total currently stands at 150,000 but will hit 450,000 by 2030. VTrust’s report anticipates an average of 25,000 new landed units to hit the market each year and an overall growth rate of 9 percent in the housing supply.VTrust Appraisal’s research director, Hoem Seiha, who authored the report said that Phnom Penh has witnessed a 4 percent population growth year on year as more people seek opportunities in the city.“Rapid growth of population in the city and an increasing influx of new incoming migrants who come from different parts of the country to settle down in the city will drive more demand for houses in Phnom Penh,” Seiha said.“The flexible mortgage schemes for housing sector has come to boost the affordability of city population and thus will continue to drive the housing forward.” Dangkor, Chroy Changvar expected to grow Currently, there are seven districts in the capital with active landed housing developments. These include Por Sen Chey, Dangkor, Chroy Changvar, Russey Keo, Sen Sok, Chbar Ampov and Meachey districts.Of these districts, Por Sen Chey currently has the largest supply with nearly 50,000 landed homes. Sen Sok and Dangkor districts each have just over 20,000. However, VTrust’s report predicts massive growth in Dangkor district. The forecast claims there will be almost 100,000 homes there by 2030.It should be noted that the numbers in the report include landed houses only if they are part of a community with 20 or more units. Boreys fall squarely into this category.Concerns over affordable housingNget Chou, a local financial and real estate adviser, said that the growing demand for property ownership has pushed up property values over the past few years. Chou claimed that land prices were currently growing by between 10 and 100 percent per year, depending on location. However, he said there are worries in the affordable segment of the market.“Cambodia may face the housing crisis in the future especially among many low-income people,” he said. “The current affordable housing supply in Cambodia does not meet the living standards of a worker, as a house costs at least $25,000. This crisis has already happened in Hong Kong, so Cambodia should learn and prepare.”In terms of land price alone, Chou said that rates in Cambodia are still low compared to the rest of the region.According to Chou, the average value of urban land in Cambodia is around $2,900 per square metre. In Thailand, meanwhile, it sits at $3,900, $11,800 in China, $13,700 in Singapore, and $28,500 in Hong Kong.Want to find out more about housing types in Cambodia?
